Toohey will present the ways WCI is leveraging their successful 2018 achievements to realize critically needed lock and dam modernization projects on the inland waterways system. One of WCI’s major goals is to prevent any new user fees or taxes for the inland waterways. During the 115th Congress, none were imposed or even moved through any House or Senate Committee. In the 2018 Omnibus Appropriations Act, a record $3.63 billion was allocated for the Corps’ O&M. An allocation of $399 million for the Inlands Waterways Trust Fund (IWTF) was marked specifically for the modernization of the locks and dams. This includes funding for the LaGrange Lock on the Illinois River. For FY19, WCI also received full-use of the IWTF. This totaled $329.9 million for the construction of ongoing projects. Toohey has created broad support by providing a forum for numerous, diverse sectors to cooperate to achieve WCI goals and objectives.
